With reference to your letter No.2123/1914

dated 28th instant, I have the honour to submit that though the deportation of enemy residents somewhat relieves the situation, it does not entirely remove the danger of mischievous and

dangerous acts by other undesirable persons who may, or may not,

be suborned by our enemies.

Under these circumstances I hope Your Excel- lency will consider the advisability of legislation on the lines agreed to at our conversation of last week, of which Your Excel- lency made notes at the time.
